Dr. Cagney will review the basic requirements of DOT testing for safety sensitive positions, provide updates and changes to the rules, and explore how DOT qualified Substance Abuse Professionals (SAPs) make assessment, level of care and compliance decisions. The presentation will increase participants understanding of the SAP role in the DOT Alcohol and Drug Testing return to duty process.

Tamara Cagney, BSN, MA, EdD, LMFT, CEAP is the executive director of TC Training and Consulting. The focus of her current work is consultation with peer assistance and employee assistance programs. Training centers around DOT Drug and Alcohol regulations and the workplace impact of the rapidly changing laws regarding cannabis in the US.

She has provided Employee Assistance Program (EAP) services for over 40 years in both the public and private sectors, in unionized and non-unionized settings.  She served as a Distinguished Member of the Laboratory Staff in the role of internal employee assistance professional at Sandia National Laboratories, a DOE research laboratory for 20 years. She provides ongoing clinical consultation to programs and employers including the Northern California Teamsters’ Assistance Program (TAP) .

Dr. Tamara Cagney attended the University of South Carolina and received a BS in Nursing.  Following graduation, she served in the US Army Nurse Corp specializing as a Psychiatric Nurse Clinician. She later received her master’s degree in counseling psychology from the University of San Francisco. During her masters’ studies she spent three years working at the Fort Miley Veterans Administration Hospital specializing in the treatment of substance use disorders. Dr. Cagney also earned her doctorate degree in counseling psychology. She is a licensed marriage family therapist, a licensed professional clinical counselor, a certified coach and a certified employee assistance professional.

Tamara is the Past President of the International Employee Assistance Professionals Association. She conducts national training for DOT Substance Abuse Professionals throughout the country. Her writing has appeared in professional periodicals on managed behavioral healthcare, organizational development and employee assistance. She has authored chapters in professional textbooks on a variety of topics including program design and DOT drug testing.
